The minimum setback requirements for septic systems is 75' from wetlands, water supply wells and <br />stormwater ponds. <br />No septic reports have been received as of the writing of this staff report. The subdivider's septic <br />site designer has been in contact with the City's On-Site Septic Systems Manager, Steve Weckman. <br />Staff will attach a septic report as an Exhibit to this report when it is available. <br />The applicant has not provided septic reports to the City for review. Before we can proceed with the <br />application Staff must determine if the septic locations as shown are acceptable. <br />Access <br />The proposed plat shows a private road as Outlot A. The private road would be located off Stubbs <br />Bay Road and end in a cul-de-sac. Our Subdivision Code requires roads to be platted through <br />assuming it will be necessary for future connections to land locked parcels. To be consistent with <br />the intent of the Code it is required the subdivider plat access outlets for future road extensions to <br />the West The proposed interchange for Highway 12 and County Road 6 will make access from the <br />North difficult if not impossible. <br />A wetland is located in the Northwest comer of proposed Lot 5. Staff is recommending an outlot <br />be platted at 50' for future access to the west. The outlot would be located in Lot 5 to the south side <br />of the wetland. <br />Easements <br />1.A 27' road easement is located along the west property line of proposed Lot 3 and part of <br />proposed Lot 4. <br />2.Standard drainage and utility easements along the property lines will be required for the final <br />plat. <br />3.Subdivider shall grant Conservation and Flowage easements across Orono wetlands located <br />over Lots 4, 5, 6 and 7. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor, wdll be required for Park Dedication <br />Fee. <br />ISSUES FOR DISCUSSION <br />M2479 Peter Andrea Co. <br />355 Stubbs Bay Road <br />Subdivision <br />PC-4/19/99 <br />page—4
