ORONO PLANNING COM^^SSION <br />MINUTES FOR APRIL 19,1999 <br />(#2479 Peter Andrea Company, continued) <br />Hawn noted that the representative for the Peter Andrea Company will not be able to attend <br />tonight’s meeting until later, and Inquired whether there was anyone In the audience that v/as . • ; <br />here for this application. <br />• * • • - • •• • <br />Several people In the audience Indicated that they v/ould like to comment on this application. <br />Gronberg stated that Jim Deanovic would not be able to make It until approximately 8:15 p.m^ <br />A resident In the audience requested that this application be held at the scheduled time and he <br />could have the opportunity to speak when he am'ves. <br />Lindquist commented that In his view the Planning Commission should proceed with this <br />application. <br />Weinberger Stated the Applicant Is proposing to subdivide a 46.75 acre parcel into seven residential <br />lots In the five acre zoning district. The parcel Is zoned RR-1A, Rural Residential District. Each of <br />the seven lots will consist of approximately five acres dry buildable. <br />Welnbei^er remarked there are a number of Issues that still need to be addressed before this <br />application can be approved. The Applicant is proposing access through a private road located off <br />of Stubbs Bay Road ending in a cul-de-sac. City Code requires roads to be platted through in order <br />to Insure future connections to landlocked parcels, and the developer is required to pidl access <br />outlets for future road extensions to the west. However, the proposed Interchange for Highway 1?. <br />and County Road 6 will make access from the north difficult If not impossible. <br />This property also contains some wetlands which are not located In Orono. It Is City Staffs position <br />that the wetland not be mitigated if an alternative exists for access to Lot 3. The developer will also <br />need to Incorporate a stormwater pond and conservation and drainage easements will be required <br />over the pond. <br />Weinberger stated the Applicant will also need to submit Information on driveway access to Lot 6, <br />a wetland delineation report, and septic reports before this application can be approved. <br />City Staff is recommending that this application be tabled to allow the Applicant time to address <br />the nine Issues Identified on page five of the April 19.1999 Planner's Report and to give City StaT <br />time to review the required reports. <br />Smith Inquired why this application was being heard tonight If there were some many outstanding <br />Issues remaining to be resolved. <br />• • • • • <br />Weinberger stated that the application was accepted by the City with notice being given to the <br />neighbors approximately two weeks ago, City Staff was expecting submittal of this Information prior <br />to tonight’s meeting. City Staff also had concerns that need to be addressed by the Planning <br />Commission regarding the location of the roadways. <br />Gronberg commented that the future roadways for this development are a concern, noting that If the <br />land to the west Is ever developed, rezoning would be necessary, and there would be an opportunity <br />at that time to create roads to the west. <br />Schroeder commented that in his opinion he cannot contemplate rezoning to two acres at this <br />time for that area. <br />Page 8
