Planning Commission tabled the <br />proposal and suggested that applicant prepare a revised plan after consultation with staff and the <br />City's consulting forester. <br />The City retained Peter Bedker, Ph.D., a consulting forester, to review the property and recommend <br />parameters for restoration of the site. His report and recommendations are attached as Exhibit B. <br />X \ <br />Prior to receipt of Bedker's recommendations, applicant's landscape architect, Gary Mueller, <br />submitted a revised landscape plan proposal incorporating a single retaining wall at the base of the <br />slope, and still requiring regrading of the entire slope. This plan proposes a small number of <br />replacement trees along the sides of the property. <br />Staff is advised that Bedker and Mueller have discussed Bedker ’s recommendations, and apparently <br />agree that their individual approaches or strategies for restoring this sitearf quite divergent. It might <br />be f^ to say that the applicant’s plan is a good landscape plan, but it is not a restoration plan. The <br />City’s goal is to have the lakeshore restored to a wooded, natural appearance as quickly as possible. <br />Brief Summary of Forester's Comments and Recommendations <br />- A total of 17 trees with stump diameter 12" or greater were removed from the lake side of <br />the residence. These were primarily maples and lindens. <br />The value of the trees removed is estimated at $48,100 using standardized appraisal methods. <br />It would generally be unreasonable to expect restoration costs to exceed this amount. <br />.. : * •
