1. <br />2. <br />The Preliminary Plat shows Outlet A as the proposed private road, but does not provide a <br />means for future connection through the plat to the west. <br />The proposed Lot 3 is accessed by a 50’ Outlet B for a private driveway. Private driveways <br />are normally platted at 30' for back lots. The plat shows a proposed rear lot line for right-of- <br />way which may be 'taken' for an interchange. Knowing this, the City should require the lot <br />meet 150% of zoning district requirements as a back lot recognizing the location of the rear <br />lot line after right-of-way acquisition. The status of the wetland being <br />non-Orono does not change the need to mitigate tlie wetland at 2:1 on site. It is the position <br />of City Staff the wetland not be mitigated if an alternative exists for access to Lot 3. <br />Including extending Outlet A further to the northwest. <br />The Minnehaha Creek Watershed District will require on site treatment of stormwater. The <br />plat does not show a pond being developed. Conservation and drainage easements will be <br />required over a stormwater pond. <br />The subdivider has not provided information on how a driveway will cross the Orono <br />wetland over Lot 6 between Outlet A and the proposed building site. <br />The subdivider has not provided a wetland delineation report or septic reports. It is not <br />possible to proceed with the application until these items have been reviewed and approved. <br />Lots 4 and 5 would require lot width variances as they do not meet the required 300’ width <br />for the RR-1A (5 acre zoning district). <br />The location of the building pad shown on Lot 5 may be in a location to narrow.
