Stoddard commented that he was giad <br />Mrs. Peterson was able to attend tonight ’s meeting, noting that he is always interested in hearing <br />the comments from the adjoining property owners concerning any proposed project. <br />Smith inquired whether structural coverage was an issue in this appiication. <br />Weinberger stated structural coverage only applies to properties less than two acres. <br />Lindquist moved, Schroeder seconded, to •'ecommend approval of Application #2475, <br />320 Tumham Road, granting of a variance to the side street setback and granting of <br />a variance to the front street setback, subject to the submittal, review and approval of a <br />grading and drainage plan prior to the issuance of a land alteration permit being issued <br />by City Staff, with the understanding that the proposed pool house with plumbing is not <br />being approved at this time. VOTE: Ayes 6, Nays 0. <br />Hawn noted that if more than 500 cubic yards of fill are moved, the Applicant will need to apply for <br />a conditional use permit. <br />12. #2472 SANDRA S. LARSON, 540 ORONO ORCHARD ROAD • VARIANCE, 9:23 p.m. • <br />9:30 p.m. <br />The Certiricate of Mailing and Affidavit of Publication were noted. <br />Mr. and Mrs. Larson, Applicants, were present. <br />Weinberger stated the Applicant is proposing to construct a covered porch to the west side of the <br />existing residence and to screen the existing deck on the south side of the structure. The house <br />is located only 15.9 feet from a platted alley, which would require variances to the 50 foot setback <br />from the alley. No building permits were ever issued for the deck or variances granted. <br />Weinberger stated the lot is undersized, consisting of .59 acres, and lies within the RR-1B <br />zoning district, which has a minimum of two acres. <br />City Staff is recommending approval of this application based on the conditions outlined in the <br />April 12,1999 Planner's Report. Weinberger stated the setback in question is the result of a platted <br />alley that is used solely by the Larsons and is not developed beyond a certain point on the property. <br />Weinberger noted that there is a potential for a change to future access to the property which will be <br />discussed in the next application. <br />Mr. Larson Indicated he had no comment regarding the application. <br />Smith indicated that if the alley Is vacated, these variances wou*'^ not be necessary. <br />Stoddard commented he would like to discuss the issue of the alley, and inquired whether the <br />Page 16
