ORONO PLANNING COMMISSION <br />MINUTES FOR APRIL 19,1999 <br />(#2444 Brian and Susan Schebler, continued) <br />Schebler stated that there is some rock landscaping, patio blocks, and underiayment that could be <br />removed to reduce the hardcover by an additional 50 square feet. <br />Lindquist commented he does not have a problem with this application as presented tonight. <br />Stoddard stated he was in favor of this application. <br />Smith inquired whether the Applicant should be required to remove the hardcover that he is <br />proposing. <br />Lindquist remarked that it is minimal in his opinion and the Applicant should be allowed to keep that <br />hardcover since he is accommodating the Public Works Department by allowing snow storage on <br />his property. <br />Schebler stated that he is willing to remove the underiayment in that area but that the gravel will <br />probably need to remain as erosion control. Schebler remarked that they will be removing this <br />stone curbing and the little platform that exists in that area, which will bring the hardcover below <br />the acceptable limit. <br />Lindquist moved, Stoddard seconded, to recommend approval of Application #2444, <br />1354 Rest Point Circle, to allow an after-the-fact variance to permit a detached, ground <br />level deck, with the understanding that the stone curbing, rock, and platform be removed. <br />Schebler stated he is willing to remove these items, but it could take him a couple of years to <br />complete the process. <br />Smith inquired whether Lindquist would be agreeable to amending his motion to include the <br />stipulation that any proposals for new hardcover would not be looked favorably upon by the Planning <br />Commission. <br />Lindquist amended his motion, Stoddard seconded, to include the stipulation that any <br />proposals for new hardcover for this property would not be looked upon favorably by the <br />Planning Commission. VOTE: Ayes 6. Nays 0. <br />3. #2468 BRUCE AND BETSY NUSBAUM, 3480 NORTH SHORE DRIVE • VARIANCES <br />Bruce and Betsy Nusbaum were present. <br />Weinberger stated this application was tabled at the March 15,1999 Planning Commission meeting <br />to allow the Applicants time to submit revised plans in an effort to reduce structural coverage. The <br />Applicants are now proposing to remove one stall from the garage, remove the walkway around the <br />garage, and to keep the proposed new residence as is. <br />Weinberger stated the existing curb cut, which currently is 50 feet, will be reduced to City's standard <br />of 20 feet, with the new residence being comprised of approximately the same amount of structural <br />coverage that currently exists on the property. Staff is recommending approval of this application, <br />with variances to allow 2,012 square feet of hardcover in the 75-250' setback, or 30.2 percent, with <br />the current hardcover in that area being at 45 percent. Weinberger stated the Applicants are <br />requesting 344 square feet of hardcover in the 250-500' setback, or 46.3 percent, where City <br />Ordinance only * ” 30 percent. Hardcover currently existing in that area comprises 90 percent. <br />Page 2
