, 1980 LAND USE JUNE, 1980REATMENT11. RURAL LAKESHORE AREAS WILL HAVE DUAL ENVIRONMENTAL PROTECTION. The low-density residential land uses will automatically reduce environmental pressures on the shoreline. In addition, the rural areas will be subject to the same shoreline protection performance standards as the urban areas, including minimum setbacks, green belts, clear- cutting prohibitions and lake use regulations.Taken together, these factors should preserve to • a large extent the original appearance of Orono s <br />rural shoreline as seen from the lake. <br />THE LAND USE PLAN <br />rivate woods <br />CTED EOR <br />MAP NO. 6 INDICATES THE BASIC LAND USE PLAN OF THE CITY: THE DESIGNATION <br />OF ORONO'S URBAN SERVICE AREA AND ORONO*S RURAL SERVICE AREA. The detailed <br />location of the dividing line (the MUSA line) between the Urban Service <br />Area and the Rural Service Area has been established by careful evaluation <br />of each of the elements of this Community Management Plan. Environmental <br />concerns, historic land use patterns, and the availability of sewer, <br />transportation and other public facilities all enter into the local <br />decision of actual MUSA line location. <br />orono*s urban Service Area identifies those portions of the City that <br />have been provided with public services and facilities <br />support urban types and densities of land use as defxned by <br />nolitan Council's Development Framework Guide. The detailed location <br />of this line will not be changed without further official actxon of the <br />City Council. <br />Orono*s MUSA line location as shown on Map No. 6 is consistent with the <br />broad-brush location of the MUSA line as drawn by the Metropolxtan Counc <br />Orono's MUSA line location is consistent with the MUSA location an - <br />use plans of adjoining municipalities. Orono's MUSA line location directly <br />affects the detailed land use and facilities plans of the City. <br />This land use map will form the basis for land use zoning decisions. <br />CMP 4-22 !•
