MN 55323 <br />Re: Crystal Bay Preserve <br />FDeNo. 139-2477 <br />Dear Liz: <br />We have reviewed the preliminary plat for the proposed Crystal Bay Preserve eight-lot <br />subdivision. The site is located east of Old Crystal Bay Road and north of the Luce Line Trail in <br />the in the northeast quarter of Section 23. We have the following comments in regards to <br />engineering matters. <br />1. Access: The proposed access location off from Old Crystal Bay Road appears acc^table. <br />Plans should be submitted to Hennepin County for their review. The proposed street section <br />for the roadway will need to be 28 feet in width to meet City standards for a private street <br />serving 7 or more units. The street should be designed so that water from the private road is <br />diverted away from C.R. 84. Final plans should include geotechnical recommendations and <br />street design including horizontal and vertical curve information. <br />2. Grading: A grading and erosion control plan for the entire site should be submitted for <br />review. It appears that the driveway to serve Lot 3 will need to cross the existing ditch. The <br />ditch serves as a drainage way for an existing pond located north of this site. Driveway <br />co.TStruction to serve this lot should not impede flows through the existing ditch. It is <br />assumed but not stated that the existing buildings in the southwest corner of the site will be <br />removed. Final plans should identify all structures to be removed. Erosion control measures <br />should be in place prior to any gra^ng. particularly along the wetland. Additional erosion <br />control will be needed during construction of the houses and septic systems. <br />3. Drainage: The draft version of the City ’s’ Comprehensive Storm Water Management Plan <br />(SWMP) shows that the site lies within the French Lake drainage district. The site drains <br />southerly to an existing wetland located along the south edge of the property. Storm water <br />from north of this site also drains to this wetland. These flows from the nor^ are currently <br />routed to the wetland through the existing ditch located along the eastern edge of the <br />property. The ditch section should be evaluated relative to erosion potential. If flows will <br />continue to be routed through the ditch, some type of ditch stabilization may be required to <br />prevent excessive scouring and additional erosion. An alternative to ditch stabilization would <br />be to install storm sewer to convey flows from north of the site to the proposed NURP pond. <br />These flows should be included when sizing the NURP pond.
