The <br />procedures for determining the allowable density of a-PRD xs as <br />follows: <br />1, The suitable area within each tier is <br />divided by the single residential lot si*® standard of the <br />underlying soning district, yielding the allowable number of <br />dwelling units or sites for each tier (Fractxons shall be rounded <br />down to the nearest whole number, but may be transferred as noted <br />below). <br />2, Allowable densities or numbers of units <br />or excess fractions of un: ts may be transferred ^^ ® <br />any other tier further from the water body, but must not be <br />transferred to any other tier closer. <br />3, No density increases based on increased <br />setbacks or other factors will be allowed. <br />G. Maintenance and Administration Requirements. <br />1. Before final approval of a PRD, adequate <br />provisions must be developed for Preservation and <br />perpetuity of open spaces and for the contxnued existence a <br />functioning of the development. <br />2. Open Space Preservation. Deed <br />restrictions, covenemts, permanent easements, <br />acceptance or other equally effective and permanent means mu <br />provided to ensure long-term preservation and <br />spVce. . The instruments must include all of the following <br />protections : <br />a. Commercial uses prohibited. <br />b. Vegetation and topographic <br />alterations other than routine maintenance prohibited. <br />c. Construction of additional buildings <br />or storage of vehicles and other materials prohibited. <br />d. Uncontrolled beaching of watercraft <br />prohibited. <br />3. Development, organization and fiinctioning. <br />nniess an eoually effective alternative community framework xs <br />eStIblished, when applicable, all PRO'S must use an owners <br />association with the following features: <br />a. Membership must be mandatory for each <br />dwelling unit or site purchaser and any successive purchasers. <br />b.
