. • <br />Loading Berths <br />The Zoning Code requires schools to provide 1 loading berth 25 ft. in length for each building with <br />1,000 - 10,000 sq. ft. For buildings over 10,000 sq. ft. an additional loading berth 50 ft. in length <br />is required. The requirement for the middle school is a 25 ft. loading berth and a 50 ft. loading berth. <br />The proposed middle school plan appears to meet the intent of the Zoning Code ordinance. A <br />service area at the rear of the bus loading area provides a 16’ wide paved lane to the boiler room and <br />cafeteria area. This area will be adequate to allow trucks serving the cafeteria to maneuver in and <br />out of the campus without interfering with the faculty parking area. Deliveries to the school should <br />not generally occur when the bus parking area is in use. Smaller delivery vehicles will use the drop­ <br />off area in front of the school building. <br />Lighting <br />The Zoning Code requires that parking areas are prohibited from having a direct source of light <br />visible from the right-of-way or adjacent land. The school district has provided a lighting plan for <br />the parking area that mdicates the location of light poles ?5' in height with .5 and 1. footcandle line <br />measurements. The lighting plan is under review by the City's landscape architect. The athletic <br />fields shall not be illuminated. <br />At the City Council's work session, the Council suggested that the lighting standards be similar to <br />the 12' light standards in the City Hall parking lot. <br />Landscaping <br />• • <br />The Zoning Code requires conditional use permit applications to provide a landscaping plan with <br />planting schedule. A landscaping plan has been provided and is under review by the City's <br />consultant landscape arcliitect. His comments will be provided at the Planning Commission <br />meeting, or earlier. <br />TOPOGRAPHY <br />There are numerous small wetlands on the site. The highest elevation is near the southwest comer <br />of the site near Old Crystal Bay Road North. The lowest elevations on the site are in the wetlands. <br />The elevations change from 1,034' near the soutliwest comer to 1,000' in the wetlands. <br />The site w ill be graded to provide a building pad for the two story building. The street side of the <br />building will allow students to enter from the parking lot to the upper level. The upper level floor <br />elevation will be 1036' and the lower level floor elevation will be 1023'. The area for soccer, football <br />and baseball fields will be graded.
