Screening <br />The front/back !ot regulations require adequate screening between the front and back lots and along <br />access routes to mitigate vehicular noise and lights. The proposed plan did not show how much <br />screening currently exists or show how the screening may be improved. The applicant is encouraged <br />to provide screening that will minimize the impact to the 372 Westlake Street property from the <br />driveway for the northern lot. <br />Right-Of-Way <br />Westlake Street is a dead end street that does not have room to turn around without utilizing a <br />driveway. The City should consider creating a cul-de-sac at the end of Westlake Street. The City <br />could request the property owner dedicate a portion of his property to allow the cul-de-sac to be <br />built. Staff and the applicant have researched this matter extensively, but no agreement has been <br />established on how a cul-de-sac could work in this location. <br />STAFF RECOMMENDATION <br />• Staff is reconunending approval of the lot line rerjrangement as proposed on the survey, <br />completed by Sunde Land Surveying, LLC, February 18, 1999 based on the following <br />conditions: <br />1. <br />2. <br />3. <br />4. <br />The applicant shall grant easements, to be shown on the final survey, 10 feet along <br />exterior property lines and 5 feet along interior property lines. <br />All existing structures on both the 364 and 372 Westlake Street properties be <br />removed prior to the filing of the lot line rearrangement Applicant shall apply for <br />demolition permits from the City prior to removal of the houses or c abins. <br />The on-site sewage treatment system located on the 372 lot be removed and the grade <br />restored to the existing conditions shown on the survey. <br />Grant variances on both lots for lot area to create buildable lots without requiring <br />further Planning Commission or City Council review. <br />5.
