j <br />J HOUSING JUNE, 1980 <br />•-iii <br />a <br />ORONO'S LOCAL .NEEDS ASSE^SJffiNTJjPROGRAM HAS IDENTIFIED A STRONG NEED FOR <br />ELDERLY ASSISTANCE MID A STRONG NEED FOR SUBSTANTIAL HOUSING REHABILITATION <br />In many cases, this is the identical need which has been generated by the <br />major development surge that occurred in Orono between 1946 and 1955. <br />These post war years were when most of our population increase occurred <br />as returning servicemen purchased former seasonal lake cottages and <br />turned them into year-round residences. They raised families and stayed <br />in their home. These people are now retired and on fixed incomes. They <br />are often widows or widowers without ready resources. This phenomenon <br />also accounts for Orono’s relatively low persons per household figure <br />as used in the CSPP. <br />These long term Orono residents are living in substandard conditions <br />by todays standards. They need help or they will be forced from their <br />homes with no where to go. Thus, Orono has identified our greatest <br />need as housing rehabilitation for elderly homeowners and for alternative <br />elderly housing accommodations in the immediate lake area. <br />HOUSING IMPROVEMENT GOALS AND POLICIES <br />Orono*s Housing Improvement plan is based upon the following Goals <br />and policies which are designed to be consistent with our regional <br />housing responsibilities and with the Goals, Policies and Plans of the <br />other elements of the Community Management Plan. <br />—' HOUSING IMPROVEMENT GOALS <br />a <br />n <br />u <br />0 <br />1. TO IMPROVE THE HOUSING CONDITIONS OF PERSONS RESIDING IN SUBSTANDARD <br />HOUSING. <br />2. TO PROVIDE SAFE, HEALTHFUL, AND BLIGHT-FREE RESIDENCES AND NEIGHBORHOOI <br />3. TO PROVIDE OPPORTUNITIES FOR A MIX OF HOUSING TYPES, LOCATIONS, AND <br />COST RANGES WHICH WILL MEET THE NEEDS AND PROVIDE ADEQUATE HOUSING <br />FOR 7VLL AGE AND FAMILY GROUPS. <br />4. TO PROVIDE HOUSING TYPES AND RESIDENTIAL DENSITIES CONSISTENT WITH <br />ENVIRONMENTAL AND LAND USE PLANS AND WITH THE AVAILABILITY OF PUBLIC <br />SERVICES AND FACILITIES. <br />5. TO PROVIDE IMMEDIATELY BENEFICIAL HOUSING PROGRAMS FOR THE GREATEST <br />NUMBER OF NEEDY ORONO RESIDENTS. <br />CMP 5-11
