i <br />1 HOUSING JUNE, 1980 <br />j <br />1 <br />1 <br />J <br />•J <br />J <br />H <br />1 <br />3 <br />J <br />Building permi-^ records Y®r® examined to estimate the cost of new <br />housing in Orono. The limitations involved using this data source are <br />that land cost is not included. Building permit data was collected and <br />analyzed on an annual basis from 1975 to October 1978. It was found <br />that new housing cost listed at $50,000 or less had decreased significantly <br />since 1975. In 1975, nearly 70% of new housing cost was listed between <br />$20,000 and $50,000. This figure decreased to 26% in 1978. The number <br />of houses listed between $50,000 and $80,000 has remained relatively <br />steady between 1975 and 1978 although yearly fluctuations occur. <br />LOW AND MODERATE INCOME HOUSING <br />\ <br />.in 1970, approximately 17.6 percent of Orono's total housing <br />stock was in the price range affordable to low and moderate <br />income persons as defined by the Metropolitan Council and using <br />federal guidelines. This included homes valued at under $15,000 <br />and units renting for less than $150 per month in 1970 dollars. <br />This compares to an average of 33% on a metropolitan basis. <br />However, it should be noted that a relatively small portion of <br />Orono is urbanized or is provided with such urban services as <br />municipal sewer and water systems. <br />MODEST COST HOUSING <br />Modest cost housing includes private market-rate housing that <br />is affordable to middle income persons. In 1975 dollars, modest <br />cost housing includes privately owned units costing between <br />$20,000 and $40,000 and apartments renting from $260 to $440 <br />per month. In 1970, approximately 30.2% of Orono's single <br />family homes and 19% of its rental units were in the modest cost <br />range. <br />SUBSIDIZED HOUSING UNITS <br />At the present time, the City of Orono does not contain any units <br />of subsidized housing. This is due in part to the lack of, or <br />limited shopping and employment opportunities, public transportation, <br />medical facilities and limited extent of other community services <br />such as municipal sewer and water systems; <br />3 CMP 5-9
