Date Application Received: 2/21/2023 <br />Date Application Considered as Complete: 3/1/2023 <br />60 -Day Review Period Expires: 4/30/2023 <br />To: Chair McCutcheon and Planning Commission Members <br />Adam Edwards, City Administrator <br />From: Natalie Nye, City Planner <br />Date: March 20, 2023 <br />Subject: #LA23-000003, Joseph Uhlhorn with H+U Construction, Wayzata Country Club, <br />200 Wayzata Blvd. W <br />CUP - Public Hearing <br />Application Summary: The applicant requests a Conditional Use Permit (CUP) for a parking lot <br />expansion and other site improvements for a golf course use. <br />Staff Recommendation: Planning Department Staff recommends approval. <br />Background <br />The Wayzata Country Club is requesting approvals in order to replace and expand an existing <br />parking lot on their site. The project will also include other site improvements including the <br />replacement of sidewalks, retaining walls, patios, and landscaping. The Wayzata Country Club is <br />partially located in Orono and partially in Wayzata with a total of 215 acres of land between the <br />two cities. The City of Orono has approximately 150 acres of the country club including a portion <br />of the clubhouse and parking lot. However, the scope of the proposed project is mostly within <br />Wayzata. The City of Wayzata approved the project in February of 2023. The applicant has <br />begun the process in Orono following that approval. Within the City of Orono, the Wayzata <br />Country Club operates under a Conditional Use Permit for a golf course use. The proposed site <br />improvements trigger the need for a new Conditional Use Permit. <br />The golf course use is located within the RR -113, 2 -acre One -Family Residential District and is <br />permitted through a Conditional Use Permit (CUP). Improvements and changes to the site and <br />use must be addressed through the CUP process. The original CUP on the property dates back to <br />1968 with club operations predating that as well. There have been numerous new conditional <br />use permits issued since then, with the most recent CUP being approved for the property in <br />2010. Because of the numerous CUP's and amendments on the property related to the Wayzata <br />Country Club, staff is suggesting issuing a new CUP for the proposed site improvements and <br />expanded parking lot. <br />Applicable Regulations: <br />CUP: Golf Course (Code Section 78-418(1)) <br />Golf courses are permitted within the RR -113 district by Conditional Use Permit. The Wayzata <br />Country Club is currently operating under a CUP with the most recent CUP amendment for <br />changes to the site approved in 2010. The conditional use for a golf course requires the principal <br />building to meet a 100' setback from adjacent properties zoned residential and a 50' setback for <br />all accessory buildings.
