(• <br />Staff has confirmed the location of the septic tanks and drainfield restrict the property from allowing <br />construction of a pole bam behind the house. South of the drainfield, the property drops off and is <br />very low, the water table and drainage would be a concern. This would also require extensive <br />regrading and construction of a verj' long driveway to the rear of the property. <br />Using the existing drive for access to the pole bam would be the preferred alternative. This does <br />require the removal of a two stall garage v'hich has recently been renovated with a new roof. To <br />relocate the shed elsewhere on the property would not be practical as the garage would remain with <br />access to the driveway and out of the septic areas. <br />The entire east half of the property cannot be developed because it is a designated wetland. <br />A primary issue is the size of the pole bam. To grant a variance a hardship must be demonstrated. <br />ITie hardship appears to be the property owners need, for additional storage space. This may be a <br />convenience to the property owner and not a hardship inherent in the land. Staff is concerned with <br />the precedent that may be established by approving an oversized accessory building. <br />Staff Recommendation <br />Staff makes the following recommendations: <br />To approve the variance to relocate the garage 72.9’ from the north property line where 100' is <br />required based on the following findings made in the Review of Hardship: <br />The location of the septic tanks and drainfield restrict the property from allowing <br />construction of a pole bam behind the house. South of the drainfield, .he property drops off <br />and is very low, the water table and drainage would be a concern. This would also require <br />extensive regrading and construction of a very long driveway to the rear of the property. <br />Using the existing drive for access to the pole bam would be the preferred alternative. This <br />does require the removal of a two stall garage which has recently been renovated with a new <br />roof. To relocate the shed elsew here on the property would not be practical as the garage <br />would remain with access to the driveway and out of the septic areas. <br />The entire east half of the property cannot be developed because it is a designated wetland. <br />To deny the variance to permit a 2,400 s.f. pole bam to be constructed on the property subject to the <br />finding: <br />• A hardship must be demonstrated to require the larger building. The hardship appears to be <br />the property owners need for additional storage space. This may be a convenience to the <br />property owner aad not a hardship inherent in the land.
