K.* <br />L <br />IV. Grading/Drainage <br />Staffhas requested the applicant provide a grading and drainage plan indicating the new house would <br />not adversely effect adjacent properties. As of the date of this memo, the City of Orono has not <br />received the grading plan. The grading plan shall be approved by Staff prior to the issuance of a <br />building permit should the Council approve the variances as requested. <br />Staff Recommendation <br />Staff makes the following recommendations: <br />To approve the variance application for lot area and lot width based on the fact the lot is developed <br />as a single family dwelling, has been provided sanitary sewer service and it would not be possible <br />to acquire additional land to create a conforming lot. To approve the average lakeshore setback <br />variance to permit a 12' encroachment into the average lakeshore setback based on the following <br />findings: <br />Construction of the house in the proposed location places the house 100' from the lakeshore. <br />The proposed location of the house best utilizes the topography of the lot. Using the flat area <br />of the property would permit a house to constructed without requiring additional gradmg <br />beyond what would normally be pennitted with new home construction. <br />Impacts to the lakeshore views for the property to the north would be minimal. The existing <br />house is located 20' closer to the lakeshore than the proposed new house. <br />Options for Action; <br />1. Recommend approval of variances. <br />2. Recommend denial of variances, stating reasons. <br />3. Table for additional information. <br />4.
