ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR JANUARY 19. 2000 <br />(#2555 Hennepin County, Continued) <br />required to permit the storage facility to exceed the maximum allowed size for an oversized <br />accessory structure on this lot. A conditional use permit is required for the grading on the <br />property and construction of the stormwater management pond. <br />City Staff is recommending approval of Alternative A to amend the code and approve variances <br />for the structure, a conditional use permit for the use as a County Highway Maintenance <br />Facility, and a conditional use permit for land alteration on site. Staff Is recommending approval <br />based on the following conditions: <br />1. A final drainage and erosion control plan is submitted by Hennepin County and approved by <br />the City Engineer. <br />2. Drainage calculations are approved by the City Engineer. Drainage rates shall not be increased. <br />3. Final engineering details for pond construction and control structures are approved by the <br />City Engineer. <br />4. Permits and/or approval by the MCWD and Corps of Engineers of grading and drainage on site, <br />5. The three separate tax parcels are combined into one lot. <br />6. Any future expanded use of the property shall require a conditional use permit amendment. <br />7. Restrictive covenants shall be recorded on the chain of title to the property alerting property <br />owners of WCA protected wetlands. <br />8. A conservation and flowage easement shall be granted over the stormwater pond. <br />9. The county facility shall remain as a site primarily for winter County Highway Maintenance, <br />10. All outdoor storage shall be limited to approved parking areas and screened from immediate <br />view to residential properties. <br />11. The direct source of outdoor lighting shall not be visible to adjacent properties. A final <br />lighting plan shall be submitted for final approval. <br />12. A restrictive covenant is filed on the chain of title stating conditions for an oversized <br />accessory structure. <br />13. Building and Land Alteration Permits will not be issued until all requirements of the conditional <br />use permit are satisfied. <br />Weinberger stated the Planning Commission may chose to approve the application as presented <br />by Hennepin County, approve the variances to permit construction of the salt storage facility and a <br />conditional use permit to allow land alteration under the existing non-conforming use of the site, <br />or to recommend denial of the application, which will mean the site will continue to exist as a <br />legal non-conforming use. <br />Guy Nowlan and Greg Chock had no comment. <br />Mike O’Connor inquired whether the height of the proposed building would block the neighbors <br />view of the lake. <br />Page 15 <br />1 •. <br />1 <br />. i r *.
