The need for a variance for the sign should be considered as a separate issue as the <br />property could be used as a church site without Ae granting of a variance to permit a 32 s.f. sign <br />where a 12 s.f. sign is permitted. <br />Parking and Lighting <br />The site plan provided by the applicant indicates a parking plan for 30 cars. Required parking for <br />a church is one space for each four seats based on the design of the main assembly hall. The parking <br />spaces provided would accommodate a main assemble hall capacity of 120. The applicants have <br />stated they intend to have a seating capacity of 120. The intended seating is also indicated on the <br />site plan submitted and attached as Exhibit E. If parking is required to be increased in the future is <br />appears the existing lot could be realigned to permit additional spaces. <br />The parking area is lighted by several light poles that exist on the property. The property owner has <br />indicated the existing lighting will remain on the property. If it is necessary box lights can be <br />installed on the poles. Staff has communicated to the property owner new lights that would deflect <br />all light down should be installed. The code does not permit the direct source of light to be visible <br />from the property lines. <br />Landscaping Plan <br />1 PC existing trees are shovm on the Landscaping Plan (Exhibit D). The property owner has indicated <br />■rScy would be planting additional trees over the north and east portions of the property. No planting <br />schedule or plan has been submitted or will be required with the CUP. <br />.^■Aiitional Requirements <br />^4 ..onditional use permit shall remain in effect as long as the conditions agreed arf: ubserved, <br />and the use does not cease for a period of more than 6 months. CUPs may be revokable, may be <br />g* 'nted for a limited time, or may be granted subject to such conditions as the Council may <br />prescribe. <br />Septic <br />The property contains a private sewage treatment system. Routine inspections have determined the <br />septic system on the property is non-compliant and must be replaced by 2007. The current septic <br />code does not prohibit use of the property due to non-compliant systems.
