ORONO PLANNING COMMISSION <br />MONDAY, NOVEMBER 15,1999 <br />(#2522 The Bancor Group, Continued) <br />stated he would also like to see trails, a preservation of trees in the area, and vegetation along <br />Willow and County Road 6 to act as a buffer. <br />Bill Leskinen, 1125 Willow Drive, stated he agrees with the concerns regarding traffic in the area, <br />which in his view will add to the congestion and increase the accident rate, as well as the need for <br />providing a trail in this area. <br />Steve Luther, Jim Cox, Matt Sampress, and Lance Everson expressed concerns regarding the <br />proposed density, drainage, and traffic. <br />Kathy Johnston, 2335 Shadywood Drive, expressed concerns regarding traffic, noting that the <br />young children In the area are required to wait for the bus in this area, which will creite a hazard <br />if additional traffic is added. <br />Jim Cox commented with the relocation of the access, consideration will need to be given to the <br />impact of headlights on the houses in that area. <br />Newmann, Bancor Group, commented that the purpose of a PRD is to allow for some flexibility In <br />the density for a development. Bancor noted that City sewer is being provided for this development, <br />which increases the costs, and to keep the project economically feasible, they need to be able to <br />develope a minimum number of lots. Newmann stated that they will be providing more detailed <br />plans in the future to address the concerns raised relating to landscaping, drainage and traffic. <br />Newmann indicated he Is still willing to continue to vmrk with the neighbors in the area to help <br />address some of their concerns as well as provide copies of the plan for their review. <br />Chair Hawn suggested that the people in the audience who would like to talk to The Bancor Group <br />further provide their names and addresses to Mr. Newmann. <br />Newmann stated that the City Council had directed them at their last meeUng to locate the access <br />across from Shadowood Drive. <br />Smith commented that the problem with headlights will need to be addressed. <br />Weinberger stated he is unsure at this time about the possibility of a stoplight for that area. <br />Gaffron commented that the City does not intend to Install a stoplight at Willow and County Road 6. <br />Lindquist inquired whether the drainage plan will be adequate for this area. <br />Campion stated the runoff will be diverted to some holding ponds in the area and discha^ed south <br />across the proposed road and Into a series of wetlands. An effort is being made not to divert the <br />runoff to the east, with the majority of the drainage being diverted to the west and south. Campion <br />noted that this drainage plan will need to be reviewed and approved by the Lake Minnetonka <br />Watershed District. <br />Matt Sampress commented that the water table in the area is rising, and inquired how the drainage <br />situation will be monitored by the City. <br />Newmann stated they are attempting to reduce the water runoff to the east and that they vwll need <br />to comply with whatever requirements the City Engineer determines are appropriate for this <br />Page 13
