ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR JANUARY 19. 2000 <br />(#2643 Ted end Judith Edin, Continued) <br />Stoddard commented he would like City Staff to take the time to discuss this application with <br />the Applicant, especially regarding the issues relating to hardcover and structural coverage. <br />Kluth commented the minutes reflect the Applicant was requested to reduce hardcover on the <br />property. Kluth inquired whether the Applicant intends to change the lower deck at all. <br />Edin stated the lower deck will remain the same. Edin inquired what constitutes structural <br />coverage versus hardcover. <br />Hawn stated the building or residence is considered structural coverage. <br />Edin requested he be allowed to build the deck as proposed since structural coverage was not <br />discussed at the previous meeting. <br />Kluth stated the minutes reflect that rock and plastic are not considered hardcover. Kluth <br />indicated the reason for requesting hardcover be reduced is to reduce water runoff into <br />Lake Minnetonka. Kluth commented the Planning Commission does encourage residents to <br />replace old, deteriorating decks, but that they need to comply with structural coverage and <br />hardcover limits as much as possible. <br />Edin reiterated structural coverage was not discussed at the November meeting. <br />Hawn stated apparently there has been a failure in communication, but that the Planning <br />Commission does require Applicants to adhere to structural coverage and hardcover limits as <br />much as possible. Hawn stated the Applicant will probably be allowed to replace the existing <br />deck but would not be allowed to increase the size of the deck. <br />Kluth inquired whether the Applicant would be willing to work with City Staff to resolve this <br />issue. <br />Smith stated the Applicant will need to stay within the existing dimensions of the deck, with <br />no increase in structural coverage and/or hardcover being allowed. <br />Edin indicated he will not be In town for next month's meeting. Edin inquired whether he is <br />required to do anything further with hardcover. <br />Kluth stated City Staff and the Planning Commission is recommending that the existing deck <br />may be replaced, with the structural coverage limit remaining the same. <br />Nygard indicated rock and plastic are considered hardcover. <br />Weinberger inquired whether he would like this to be scheduled for the February 23 Planning <br />Commission meeting. <br />Edin requested the matter be scheduled for March <br />Stoddard suggested this application be tabled tonight to allow the Applicant time to discuss <br />hardcover and structural coverage with City Staff. <br />Hawn indicated removal of rock and plastic underlayment will not be counted towards any <br />reduction in structural coverage. <br />Page 20
