She said in fact that retaining walls of this nature are referenced in the comprehensive <br />plan as not being a desired alternative. Without compelling information presented to the <br />Planning Commission suggesting that the conditional use pemut should, in fact, be granted <br />because of a severe circumstance of erosion that came as an act of God from this storm, they <br />were not in a position to grant the conditional use permit or to grant v^ances when and if <br />they should be proposed to them. This is why they would like information suggesting what the <br />property was like before hand and what it was like after the storm. Unfortunately, if people <br />choose to proceed in building in these areas without coming to the City, they destroy the very <br />evidence that would compel the Planning Commission to believe that this was an appropriate <br />action to take. It would be her hope that evidence suggesting that the shoreline was <br />sufiBciently degraded and that it needed help could be provided by historical surveys. Without <br />such information, the Planning Commission is not going to be in a position to take a different <br />p :>sition than the one which they have already taken. She said they need information simply to <br />decide whether or not what they consider to be hardcover and have always considered to be <br />hardcover in the 0-75 ’ setback should have been permitted. <br />Mayor Jabbour said there is a motion to table seconded by Flint which supersedes Kelley s <br />motion to deny. He said this application is for a subdivision of property <br />with a conditional use permit for a Planned Residential Development for a 58-acre parcel <br />which is located at the south and west comer of County Road 6 and North Willow Drwe. c <br />property is located just cast of the new middle school properly, to the west of the Shadowoo <br />ighborhood and to the northeast of the City Offices. It is located in the two-acre residentialnet <br />district within the MUSA where sewer service is available. The proposal is for 25 lots <br />acres of dry buildable land which would maintain a one dw elling per two-acre density, <br />proposal was reviewed by the Planning Commission on November 15th and recommended or <br />approval. A conservation casement would serve as a buffer zone around the proposed <br />development. The Planning Commission recommended the developer amend the site pl^ to <br />include a vegetation plan and berming plan that would help to buffer the development from <br />the surrounding properties and provide for areas that would be more aesthetically pleasing and <br />protect vegetation on the property. The trail plan would include a trail along Willow and along <br />County Road 6.
