TO:Mayor Jabbour and Orono Council Members <br />FROM: <br />DATE: <br />Ron Moorse, City Administrator <br />March 8,2000 <br />SUBJECT: Presentation by Frank Dunbar Regarding a Senior Housing Concept <br />The City has had a number of discussions regarding potential development options on the Rebers <br />property, which is a 6 acre site in the northwest quadrant of Highway 12 and Brown Road. The site <br />is zoned B-1 which is general business, and includes retail and otTice uses. <br />The Council has discussed that the development on this site needs to be compatible with and <br />complimentary to the maintenance of downtown Long Lake as a viable retail area. <br />A use that has been identified as a priority need in Orono, and that would be compatible with the <br />downtown Long Lake area is senior housing. The difficulty with developing senior housing on this <br />site is that the land is valued based on a commercial use which is higher than is normally within the <br />cost parameters of senior housing. <br />Frank Dunbar, who has developed numerous senior housing projects, has developed a concept that <br />would enable senior housing to work on this site. The basis of the concept is a building that has <br />retail use on the ground floor with three stories of senior housing above. The building also has <br />underground parking for the residents of the senior housing. <br />A site plan showing how the building would sit on the site is attached. Also attached is an architect’s <br />rendering of a similar project that shows how the retail use relates to the housing use. and also shows <br />the stj le and character of the building. <br />Because this is a concept that is new to the City, Mr. Dunbar will attend the work session to explain <br />the concept and answer any questions from the Council.
