Because the land use and street use density of the urban <br />neighborhoods is relatively high, the City will provide public street access <br />to all urban properties. City responsibility for proper maintenance levels <br />will ensure passable, all-weather streets available at all times for <br />emergency vehicles and for general public ingress and egress. <br />All urban properties should be directly served by the public street <br />system. Urban density development is not appropriate on narrow or poorly <br />maintained private roads. Significant exceptions to this rule are in the case <br />of a planned residential or commercial development having private <br />maintenance personnel, or on sensitive lakeshore lots where two homes <br />could be served by one common private driveway to reduce hardcover and <br />topographical problems. <br />Urban streets will be constructed to urban design standards. Ail urban <br />streets will be paved and of sufficient width to accommodate the number of <br />properties being served. Intersections and driveway aprons will be <br />designed and regulated according to commonly accepted engineering <br />safety standards. Street drainage will be designed to utilize existing natural <br />drainage systems and to avoid direct runoff into the Lake. <br />Curb cuts and driveway locations will be limited for traffic safety. All <br />new curb cuts and driveway locations will be subject to performance <br />standards relating to sight distance, lot width and proximity to <br />intersections or other driveways. All properties will be allowed access, but <br />the number of access points and the location of allowable access will be <br />limited for public traffic safety purposes. <br />On-strcct parking will be strictly limited. No parking will be permitted <br />on narrow streets or at hazardous locations. All urban development must <br />provide adequate on-site parking facilities. <br />The City will pursue additional pedestrian and bike-hike trail <br />facilities. The completion of an interconnected bike-hike trail system is <br />important to the furtherance of alternative transportation incentives. The <br />City will encourage Hennepin County to speedily implement the planned <br />bike-hike trail system along several county roads. The separation of bicycle <br />and pedestrian traffic from vehicular traffic is of the utmost importance in <br />accident prevention. <br />CMP 4A - 14 <br />I
