TRANSPORTATION GOALS AND POLICIES <br />Orono's Transportation Plan is based upon the following goals and policies which <br />are designed to be consistent with our regional responsibility for coordinated <br />transportation planning, and with the goals, policies, and plans of the other <br />elements of the Community Management Plan. <br />TRANSPORTATION GOALS <br />1. <br />2. <br />3. <br />To provide an adequate, safe transportation nehvork sufficient to <br />ser\ e the needs of all Orono residents. <br />To provide a coordinated transportation system providing alternative <br />modes and travel choices for most Orono neighborhoods. Extend bus <br />ser\’ice to Old Crxstal Bav Road and Highway 12 to serve <br />commercial/industrial areas and planned higher density residential <br />development. <br />To provide a coordinated plan for lake area transportation which will <br />satisfy both economic and environmental concerns. <br />4.To achieve the above goals w ithin the financial capabilities of the Cit>‘ <br />and its citizens. <br />GENERAL TRANSPORTATION POLIC IES <br />1. <br />2. <br />Commuter and general arterial traffic must be directed away from <br />Lake Minnetonka. County Road 15 has become the "Main Street" of the <br />Lake Area primarily because of habit and the lack of alternative routes. <br />Shoreline Drive was originally built as a militaiy road in the 1860’s. The <br />road provides the only access to Minnetonka Beach and to many Orono <br />residences. Meanwhile, traffic has increased substantially to where the road <br />is crowded because of commuter traffic. The sensitive en ironment of Lake <br />Minnetonka, and the property rights of the riparian landowners, are being <br />damaged by continued reliance on this outmoded roadway location. <br />Orono will actively promote use of the Ring R«)ute concept and the <br />Highway 12 Bypass to provide viable efficient alternatives to <br />continued over-use of County Road 15.
