In or der to determine the co nditio n o f Oro no^s existing ho using sto ck, a windshieH <br />survey was undertaken in Octo ber, 1978. To acco mplish-this task, recogniz ed <br />gutdelines were used to rate each unit surv eyed by exte rior structural co nditio n, with <br />the-ho using units being rated as Goo d, Fair, Deterio rated or Dilapidated. <br />The results of this the 1978 windshield survey indicates indicated that a very high <br />proportion of the housing stock in the City is was in good condition by exterior <br />appearance. Most of the deteriorated or dilapidated structures are were located in the <br />older areas of Navarre or in some of the rural housing clusters as identified in the <br />1980 CSPP. Others are were isolated houses which hare had not been maintained or <br />c ccupied in many years. It was also noted during the windshield survey that several <br />of the deteriorated housing units arc were either in the process of or have had already <br />undergone certain amounts of rehabilitation. <br />A further review of housing in the City in 1997 suctzested that while the condition of <br />housing in the rural areas and on the lakeshore had remained generally good, much <br />of the older housing in the Navarre area appeared to be in need of major maintenance. <br />Because Navarre provides a significant portion of Orono's 'affordable* housing stock <br />(housing meeting established rent/valuation guidelines for low and moderate income <br />groups), the poor apparent housing condition was deemed to be a critical concern. <br />As a result, the Citv initiated the Navarre Housing Study in June 1997. including a <br />field study, a mail survey, and research. The survey collected demographic and <br />income information, as well as information regarding residents' plans for, and ability <br />to complete, future rehabilitation.
