The number of <br />multi-familv structures has remained small with most of these units located in the <br />Navarre Area. The small amount of existing multi-family development is traceable <br />to a lack of undeveloped urban land, to a lack of available transportation or <br />significant shopping facilities, and to the availability of numerous apartments in <br />nearby Mound, Spring Park, Wayzata and Excelsior. <br />CMP3C- 10 <br />I
