To:Mayor and Council <br />Planning Commission Members <br />Ron Moorse, City Administrator <br />From:Mike Gaffron, Senior Planning Coordinator <br />Date:January' 21. 2000 <br />Subject:Monday January 24 Work Session - Comprehensive Plan Discussion <br />Topic: Review of -Draft Housing Plan <br />-Draft Environmental Protection Plan <br />-Rough Draft Transportation Plan <br />The Housing Plan (CPM PART 3C) was discussed conceptually in September; the attached draft <br />reflects those discussions. One possible topic for further discussion is how will Orono ensure that <br />the Hackberrv Hill area MUSA additions will be reserved for replacement of Lone Lake homes lost <br />due to Highway 12 acquisitions , and not developed with $300,000-400,000 homes on 1/3 acre lots. <br />The Environmental Protection Plan (CMP PART 3A) has been somewhat updated from the 1980 <br />version, and still contains much of the 1980 background information. Some of it may seem tedious <br />and perhaps redundant; but it also f .o tremendous value in documenting the basis for Orono ’s <br />development philosophy. <br />The Transportation Plan (CMP PART 4A) is at present only ‘half-baked ’, in that may of its sections <br />have not yet been updated. But there are a number of issues to discuss Monday, such as: <br />- How does Council wish to address the Bonestroo Co. Rd. 15 traffic study in the <br />CMP? <br />- Policy issues in relation to public vs. private roads... <br />- Future vision for the e.xisting Highway 12 corridor... <br />- Future light rail transit corridors - giving up on Dakota Rail in favor of trail? <br />- Pick another issue of your choice! <br />Please feel free to call me Monday if you have any questions prior to the meeting!
