I <br />15.Erosion control plans and programs will be required in all land <br />alteration projects. Each contractor will be required to minimize the <br />probability of soil erosion on site and/or siltation damage downstream. The <br />smallest amount of bare ground shall be e.xposed for as short a time as <br />possible. Temporary ground cover will be required until permanent cover is <br />provided. Sediment traps will be required on slopes and between <br />construction sites and public roadways. Fill must be compacted and <br />stabilized for permanence. <br />Erosion control Best Management Practices shall be annlied to all land <br />alteration projects. The MPCA’s Urban Best Manatzement Practices <br />entitled “Water Quality in Urban Areas” shall be annlied to the review of <br />proposed developments to reduce non-point source pollutant loadings in <br />storm water runoff. Minimum lot widths will space out docks and structural <br />encroachments while increasing areas of natural vegetation. Lake use <br />regulations will limit the number of boats per property and the amount of <br />public waters available for private docking and boat storage. <br />Retention of natural vegetation will limit the impact of urbanization as <br />visible from the lake. Building heights will be limited to less than the <br />typical tree height. Minimum green belts will be provided with prohibitions <br />against clearcutting or e.xccssive thinning of vegetation. Natural vegetation <br />will be preserved on slopes. Retaining walls will be discouraged except <br />when absolutely necessaiy to pre\ent erosion, in which case they will be <br />screened with natural vegetation <br />Direct runoff into the lake will be minimized. Standards will be <br />established and maintained to limit the amount of impervious hardcover in <br />proportion toclosene.ssofthe shoreline.
