Orono 2000 Comprehensive Stormwater Management Plan <br />The 1982 Metropolitan Surface Water Mana2ement Act ("Chapter SOQ") compelled <br />regional and local watershed management planning. includin£ preparation of a <br />watershed management plan bv the MCWD. Development of the MCWD plan was <br />commenced in 1983 and completed in 1993. The MCWD plan establishes 7 general <br />goals for surface water management: <br />1) reduce the severity of flooding: <br />21 improve water quality: <br />31 control sediment transport and deposition: <br />41 preserve flood storage capacity: <br />51 minimize dredging impacts on surface water quality: <br />61 maintain watercourse integrity: and <br />71 preserve the quality and appearance of shoreland areas. <br />The MCWD plan and the Metropolitan Surface Water Management Act requires <br />local cities, including Orono. to take certain actions to carry out the District’s plan: <br />al prepare a local water management plan (or amend an existing planl in <br />conformity with the Watershed District plan: <br />bl establish a capital improvement program: and <br />cl adopt local ordinances for implementation of the plan. <br />The City of Orono concurrently with adoption of this update of the Community <br />Management Plan, will adopt and implement the Citv of Orono Comprehensive <br />Stormwater Management Plan (SWMPl completed bv Bonestroo and Associates. <br />The general objectives of this Plan are: <br />1- Preserve Orono’s wetlands, streams and lakes, esneciallv Lake <br />Minnetonka: <br />2. Reduce to the greatest practical extent the public capital <br />expenditures necessary to upgrade the stomiwater system in order to <br />meet water quantity and quality standards <br />Improve stormwater quality in all protected waterbodies bv <br />maximizing the amount of areas available for treatment: <br />Minimize existing flooding, erosion and sedimentation problems <br />generated b\ surface Hows. <br />Protect groundwater quantity and quality bv allowing for passive <br />treatment and inliltration of stomiwater <br />Promote groundwater recharge bv creating additional ponding areas <br />and preserving existing wetlands. <br />Protect and enhance water recreational onoortunities and fish and <br />wildlife habita t: <br />Preserve vegetation around stormwater detention areas bv leaving <br />them in a natural state, thereby reducing maintenance. <br />:L <br />L <br />8. <br />CMP3A-21 <br />I <br />I <br />I <br />1 <br />] <br />1 <br />1 <br />] <br />1 <br />1 ■ll <br />] <br />] <br />1 <br />1
