The design criteria should include concepts such as on-site disposal, <br />retention ponds, retention of recharge areas and marshes, grass <br />waterways, and other new methods of management of storm water <br />which may decrease capital requirement for new development. <br />The following storm water policies and guidelines were then recommended for <br />consideration and adoption by the Metropolitan Council. These guidelines apply <br />applied to the development of municipal and private drainage plans and storm water <br />drainage systems including additions to existing facilities, and particularly apply <br />applied to Orono in its endeavor to protect and preserve Lake Minnetonka; <br />a. <br />b. <br />c. <br />d. <br />e. <br />f. <br />g <br />h. <br />The systems shall be compatible with metropolitan and local flood <br />control plans. <br />Storm water drainage shall be discharged to marshlands, swamps, <br />retention basins or other treatment facilities prior to entering the <br />public waters <br />Diversion of storm water to marshlands or swamps shall be <br />encouraged for existing or planned surface drainage wherever <br />marshes and swamps occur naturally and are feasible as receiving <br />bodies. <br />Marshlands and swamps receiving storm waters shall include <br />provisions for water level control. <br />Temporary storage areas or retention basins scattered throughout <br />developed areas shall be encouraged where feasible to reduce peak <br />flows, erosion damage, and possibly reduce the total cost to the <br />community. <br />Wide, shallow, grass waterways, where feasible, shall be used as <br />overflow channels from the retention basins to form an above-ground <br />drainage network. This waterway concept should be coordinated with <br />the greenways and open-space plans of the municipalities. <br />Natural vegetation shall be used to reduce erosion in the waterways <br />and act as a buffer between developed land and the retention basins. <br />The practice of storing all stonn water from natural units on that unit <br />shall be encouraged. Many residential lots may be amenable to this <br />concept and thus, ideally, whole subdivisions may be handled by this <br />method. <br />M <br />H <br />I <br />CMP3A- 18
