An extension to Apple Glen required crossing a questionable wetland basin. Long Lake is now <br />being asked to comment on the issue of access. No additional requests for comments from Long Lake had <br />been made until the feasibility of the wetland crossing had been determined. As stated previously, the TEP <br />concluded they are comfortable with the wetland boundaries as presented by Svobota. The findings agree <br />with the applicant's position that the proposed road does not enter the wetland boundaries. <br />Mr. Van Eeckhout has stated he would be submitting drainage area information, storm sewer and ponding <br />calculations for review prior to a formal preliminary plat approval. <br />Planning Commission Recommendation: <br />The Planning Commission last reviewed this application on August 21,2000 and recommended denial on <br />a vote of 6 to 0. The denial vote was based on two primary concerns: <br />1.The four lots located on the north end of the proposed development should be reduced to three. By <br />reducing the number of lots the average lot size would increase. The total number of lots would be <br />6, not 7. <br />2.The Planning Commission requested additional information regarding wetland determinations within <br />the development. <br />Council Action Requested: <br />Council can provide direction to the applicant regarding the lot layout and number of lots. The development <br />as proposed under a PRD would meet the one unit per two acre densit> that is required in the Comp Plan. <br />The Council does have discretion regarding lot layout and density under a PRO. Final number of lots and <br />lot layout are issues that should be resolved before the City of Long Lake could complete a full review of <br />the impacts on the proposed use of Apple Glen Road. <br />HI <br />.. iiMiiiliiiii 1 liflt <br />1
