years of construction or major repair, is exempt. <br />Subp. 18. Agriculture amd forestry. The following <br />projects are exempt: <br />A.Harvesting of timber for maintenance purposes is <br />exempt. <br />B.Public and private forest management practices, <br />other than clearcutting or the application of pesticides, that <br />involve less than 20 acres of land, are exempt. <br />Subp. 19. Animal feedlots. The activities in items A to C <br />are exempt. <br />A.The construction of an animal feedloc facility of <br />less than 300 animal units or the expansion of an existing <br />facility by less than 100 animal units, no part of either of <br />which is located within a shoreland area; delineated flood <br />plain; state or federally designated wild and scenic rivers <br />district; the Minnesota River Project Riverbend area; the <br />Mississippi headwaters area; an area within a drinking water <br />supply management area designated under chapter 4720 where the <br />aquifer is identified in the wellhead protection plan as <br />vulnerable to contamination; or 1,000 feet of a known sinkhole, <br />cave, resurgent spring, disappearing spring, Karst window, blind <br />valley, or dry valley. <br />B.The construction or expansion of an animal feedlot <br />facility with a resulting capacity of less than 50 animal units <br />regardless of location. <br />C.The modification without expansion of capacity of <br />any feedlot of no more than 300 animal units if the modification <br />is necessary to secure a Minnesota feedlot permit. <br />Subp. 20. Utilities. Utility extensions are exempt as <br />follows: <br />A.water service mains of 500 feet or less and 1-1/2 <br />inches diameter or less; <br />B.local electrical service lines; <br />gas service mains of 500 feet or less and one inch <br />or less; and <br />telephone services lines. <br />21.Construction projects. The following projects <br />are exempt: <br />A.Construction of accessory appurtenant structures <br />including garages, carports, patios, swimming pools, <br />agricultural structures excluding feedlots, or other similar <br />buildings not changing land use or density is exempt. <br />B.Accessory signs appurtenant to any commercial, <br />industrial, or institutional facility are exempt. <br />C.Operation, maintenance, or repair work having no <br />substantial impact on existing structures, land use, or natural <br />resources is exempt. <br />D.Restoration or reconstruction of a structure is <br />exempt, provided that the structure is not of historical, <br />cultural, architectural, archaeological, or recreational value. <br />C. <br />diameter <br />D. <br />Subp.
