Subp. 10. Storage faciltles. items A to C designate the <br />RGU for the type of project listed: <br />A.For construction of a facility designed for or <br />capable of storing more than 7/500 tonjs.of .goal or with an <br />annual throughput of more than'125,pOO^tons of coal; or the <br />expansion of an existing facility by these respective amounts, <br />the PCA shall be the RGU. <br />B.For construction of a facility on a single site <br />designed for or capable of storing 1,000,000 gallons or more of <br />hazardous materials, the PCA shall be the RGU. <br />C.For construction of a facility designed for or <br />capable of storing on a single site 100,000 gallons or more of <br />liquefied natural gas, synthetic gas, or anhydrous ammonia, the <br />PCA shall be the RGU. <br />Subp. 11. Metallic mineral mining and processing. Items A <br />to C designate the RGU for the type of project listed: <br />A.For mineral deposit evaluation of metallic mineral <br />deposits other than natural iron ore and taconite, the DNR shall <br />be the RGU. <br />B.For expansion of a stockpile, tailings basin, or <br />mine by 320 or more acres, the DNR shall be the RGU. <br />,.C. For. expansion of a metallic mineral plant <br />processing facility that is capable of increasing production by <br />25 percent per year or more, provided that increase is in excess <br />of 1,000,000 tons per year in the case of facilities for <br />. processing natural iron ore or taconite, the DNR shall be the <br />RGU. <br />Subp. 12. Nonmetallic mineral mining. Items A and B <br />designate the RGU for the type of project listed: <br />A.For development of a facility for the extraction <br />or mining of peat which will result in the excavation of 160 or <br />more acres of land during its existence, the DNR shall be the <br />RGU. <br />B.For development of a facility for the extraction <br />or^mining of sand, gravel, stone, or other nonmetallic minerals, <br />other than peat, which will excavate 40 or more acres of land to <br />a mean depth of ten feet or more during its existence, the local <br />government unit shall be the RGU. <br />Subp. 13. Paper or pulp processing mills. For expansion <br />of an existing paper or pulp processing facility that will <br />increase its production capacity by 50 percent or more, the PCA <br />shall be the RGU. <br />Subp. 14. Industrial, commercial, and institutional <br />facilities. Items A and B designate the RGU for the type of <br />project listed, except as provided in items C and D: <br />A.For construction of 'a new or expansion of an <br />existing warehousing or light industrial facility equal to or in <br />excess of the following thresholds, expressed as gross floor <br />space, the local governmental unit shall be the RGU: <br />(1)unincorporated area, 150,000;
