I <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />October 23, 2000 <br />IL .1 <br />PLANNING COMMISSION COMMENTS-Jay Nygard, Representative <br />Nygard stated he would be present at tonight’s meeting to answer any questions the City Council <br />may have regarding the applications. <br />PUBLIC COMMENTS <br />None <br />ZONING ADMINISTRATOR’S REPORT <br />7:30 p.m. - Scheduled Public Hearing <br />(»S) #2632 TEMPLE ISRAEL, 645 TONKAWA ROAD, CONDITIONAL USE PERMIT <br />Michael Shields appeared on behalf of Temple Israel. <br />Weinberger stated the City has scheduled a public hearing for Temple Israel and Camp Teko <br />to review a request to permit a toilet and shower facility on the property’, with the condition that <br />a full conditional use permit application for the camp use be submitted prior to a Certificate of <br />Occupancy being granted for the new building. <br />Weinberger state d based upon a review of City’s files, no condiitonal use permit has ever been <br />issued for Camp Teko. This use has been “grandfathered” as the property has been in use as a <br />camp since before adoption of the zoning ordinance. Prior to Camp Teko the property had been <br />used for such things as a Boy Scout camp. <br />Weinberger stated a conditional use permit had been applied for in 1989, to permit an e.xpansion <br />to the main building, with the item having been reviewed by the Planning Commission but <br />withdrawn prior to City Council renew and approval. <br />Weinberger stated camps are considered to be a conditional use in residential districts. The request <br />is to permit a new toilet/shower facility to be constructed between the dining hall and Stone Lodge <br />located on the property. The City’s Municipal Code requires accessory buildings, for the proposed <br />use, meet a minimum setback of 50 feet to property lines. The proposed location of the building <br />meets all the required setbacks for the new accessory structures on the property. <br />The Applicants are proposing to construct a building appro.ximately 2,100 square feet in size. A <br />review of the other buildings on the propert>' will be completed with the review of the full <br />conditional use permit application. The size of the building is not a concern due to the size of the <br />property that is owned by the Camp. Prior to the issuance of a Certificate of Occupancy for the new <br />building. Temple Israel will need to apply for a conditional use permit for the use of the property as a <br />camp. <br />Weinberger noted all property owners located within 350’ have been given notice of tonight’s <br />public hearing. <br />PAGE 4
