S,: <br />review by the City Council. The grading plan is page L200 in the Minnetonka Arts Center submittal <br />booklet. The City’s intent would be that runoff from virtually all hard surfaces on the site be directed <br />to the stormwater pond. <br />V. Off-Street Loading Areas <br />The service entrance would be on the west side of the building. This would be the area used for <br />truck delivery and trash receptacle storage. The plans should indicate how the dumpsters would be <br />screened, and protected to not allow trash to leave the service area. A fence has been shown in the <br />plans. The fence should be enclosed to completely screen the trash enclosures. While the Zoning <br />Code indicates this size school building should have two loading berths, only ine is proposed. The <br />second loading berth may be unnecessary. <br />VI. Lighting and Landscaping <br />A lighting plan has not been completed for the project. City Ordinance requires that lights sources <br />not be visible at propert>' lines. A final lighting plan shall be provided with the final plan set. <br />The landscaping plan is page L300 in the Minnetonka Arts Center submittal booklet. Trees are <br />proposed to be planted along the east property lines along Briar Street and to screen the propertv’ <br />firom the residential properties located to the east. Additional trees are to be planted to screen from <br />the residential properties to the north and west. <br />VII. Impacts on Adjacent Properties <br />The property is adjacent to the Hill School which uses the tennis court and has an outdoor area used <br />by the students of the School. The area is immediately adjacent to the proposed east parking area. <br />The use of the lot for parking is a possible safety issue for the neighboring school. One option would <br />be to require fencing along the property line between the school and Arts Center to define the <br />property boundary and screen the parking area. The area between the property line and the proposed <br />parking lot is proposed to be sodded. <br />Temporary fencing should be provided along the property lines to the Hill School to separate the <br />construction area from the Hill School property. Construction traffic should be limited to access to <br />the southwest entrance, shown on the plans as the proposed entrance once the buildings aje <br />complete. <br />Options for Action; <br />1. <br />3. <br />4. <br />Recommend approval of the conditional use permits.
