Final design and rate calculations will need to be submittri <br />for review by the City. The City’s intent would be that runoff from virtually all hard surfaces <br />on the site be directed to the stormwater pond. <br />Weinberger noted only one loading berth is being proposed, with the Zoning Code indicating <br />this size school building should have two loading berths. Weinberger stated the Applicant may <br />determine that a second loading berth is unnecessary. <br />The service entrance would be on the west side of the building, which would also be utilized for <br />truck delivery and trash receptable storage. The plan will need to indicate how the dumpsters <br />would be screened and protected to not allow trash to leave the service area. <br />Weinberger noted a lighting plan will need to be submitted by the Applicant for review by City <br />Staff. The Applicant is proposing to plant trees along the east property lines along Briar <br />Street and to screen the property from the residential properties located to the east. Additional <br />trees are to be planted to screen from the residential properties to the north and west. <br />Weinberger stated Hill School is located on the adjacent property, with Hill School currently <br />utilizing the tennis court and an outdoor area. The property is immediately adjacent to the <br />proposed east parking area. The use of the lot for parking is a possible safety issue for the <br />neighboring school, with one option being to require fencing along the property line between <br />the school and Arts Center to define the property boundary and to screen the parking area. <br />* • • • <br />Temporary fencing should be provided along the property lines to Hill School to separate the <br />Construction area from the Hill School property. Weinberger stated constmetion traffic should <br />be limited to access to the southwest entrance. <br />Weinberger recommended if this application is approved, it be subject to the seven conditions <br />outlined in the September 15,2000 Planner’s Report. <br />PAGE 20 <br />* A.
