Road Alignment ... <br />Although curve data has not been submitted to indicate the design speed of tlie intersection, it <br />appears the road would not meet the standards for speed. It would be more appropriate to have a T <br />intersection and cul-de-sac Garden Lane rather than have one continuous road ending in a cul-de-sac. <br />Access to lots north of the Development <br />The road is proposed to end at the intersection of Outlet A. There is one lot north of the <br />development that is one acre in size that could be developed sometime in the future. The only access <br />is via Garden Lane. A road ending at Outlet A will not allow ideal access for this property, but <br />would be better than a private drive the entire length of Garden Lane to Tonkaview Lane. <br />Easements/Covenants <br />1.Standard drainage and utility easements shall be dedicated 5' in width along interior lot lines. <br />10 ’ perimeter drainage and utility easements were dedicated for the entire property when the <br />underlying Heathercroft Addition was recorded. <br />2.An easement and maintenance agreement shall be recorded for the NURP pond. <br />3. <br />4. <br />5. <br />Drainage easements shall protect all drainageways, including the ravine areas. <br />A preservation easement should be granted over the east portion of Lots 2 and 3 to protect <br />the trees. The trees are located on the side and top of a hill. Saving the trees would protect <br />the hillside from erosion and preserve the natural features as a buffer between the new lots <br />and Wildhurst. <br />If Outlot A should be a private road, an easement for egress should be granted in favor of the <br />Citv of Orono. <br />Park Dedication <br />The Planning Commission should discuss th; issue of Park Dedication. Section 11.62 of the <br />Subdivision Ordinance states “The form of contribution (cash or land, or any combination thereof) <br />shall be decided by the City Council based upon the need and conformance with the Comprehensive <br />Plan.” Dedication requirement of 8% of the land being platted or subdivided. The property is <br />located across an unde''eloped road from the Saga Hill Park. This provides the City of Orono the <br />opportunity to determine if a land dedication would be appropriate. Any land to be dedicated as a <br />requirement of this subdivision could be reasonably adaptable for the public purpose of Saga Hill. <br />The Code describes factors used in evaluating the adequacy of proposed dedicated areas shall include <br />size, shape, topography, drainage, geology, tree cover, access and location. <br />#2596 Brenshell Homes <br />1181 Wildhurst Trail <br />Class III Preliminary Subdivision <br />June 19. 2000 <br />page~(
