REQUEST FOR COUNCIL ACTION
meeting
SEP 2 5 2000
DATE: Ai ast
ITEM NO.:
Department Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administrator Reviewed:Agenda Section:
Public Services Director’s Report
Item Description: Navarre Municipal Parking Lot Paving
The Council previously directed staff to initiate a project to repave the Navarre Municipal Parking
Lot. Council approval of funding for this project is required. The existing pavement is in poor
condition, mainly because of the age of the pavement, but the underlying base appears to be
structurally sound.
We are recommending reclaiming the existing pavement and regrading the parking lot. The
existing profile of the lot is uneven and there are cracks in the pavement. If the pavement is
simply overlain, the existing uneven profile and cracks will be reflected through the new
pavement. In the reclaiming process, a reclaiming machine is used to break up the pavement into
small pieces that can be graded to a smooth profile. This process also eliminates reflective
cracking through the new pavement. The project costs include funding for additional aggregate
base that may need to be added if soft spots are discovered in the existing base after reclaiming.
Midwest Asphalt Company will be completing this work for the bid prices that we obtained
through our annual competitive bidding process for road materials and street overlays. A cost
summary is listed below.
Reclaim Pavement and Grade Lot $10,000
Overlay Parking Lot $35,000
Additional Aggregate Base $5,000
Total Cost $50,000
The new parking lot light install ; h>i3 is tentatively scheduled for the week of September 28“* with
reclaiming and repaving scheduled for the week of October 2"^. The parking lot will need to be
closed when the reclaiming and repaving is completed. We will be installing advance warning
signs at the three lot entrances to alert people about the lot closing and will notify the businesses.
COUNCIL ACTION REQUESTED:
Motion to approve reclaiming and repaving of the Navarre Municipal Parking Lot at a cost of
$50,000 to be funded from the "Infrastructure (road/bridge) projects" component of the PIR fund
and approval of a budget adjustment to reflect this expenditure.
