m <br />'4 <br />2000 Marina Licenses <br />September 21,2000 <br />Page 3 <br />C.Sailor's World <br />Sailor's World operates a ship's store, boat club (CUP issued 1995), and rents slips, with a current dock <br />capacity of 79 boats. This marina was reconstructed in the early 1990's. Landscaping work has finally been <br />completed, and the sign has been updated. <br />Activities occurring on this site which require ongoing attention by the property' owner in order to remain <br />in compliance with the seven operation standards include: managing parking facilities, including the use of <br />the Minnetonka Art Center for overflow parking to avoid parking and traffic problems, keeping the storage <br />of boats and other items out of the designated landscape areas, and ongoing maintenance of the parking lot <br />p>erimeter stormwater filtration system. <br />Staff recommends approval of a 2000 marina license for Sailor's World. <br />D.North Shore Marina <br />if ■ <br />!?-i' <br />The North Shore Marina operation includes 93 slips in the water (historically the City only allowed 86 slips, <br />but LMCD allows 93) plus a dry stack storage unit with 72 slots (all of which LMCD licenses but only 20 <br />of which Orono has historically approved for lake use). The property also contains a service building, an <br />office, a "club house" for slip users, and two dwellings, one of which is vacant and the other which has been <br />used as a caretaker unit. <br />The site provides ample parking for customers in the summer and a large capacity for storage in the winter. <br />The last three winters this site has been fully utilized for boat storage. <br />Two activities on the site require a conditional use permit. These include the caretaker dwelling unit and on* <br />demand public boat launching (dry stack operation). Mr. Anderson has acknowledged that these activities <br />are ongoing absent the required conditional use permit, and in the past has indicated his attorney has advised <br />him to not apply. Both activities requiring a CUP have been ongoing for many years prior to the CUP <br />requirement which came into effect in 1995. <br />The use of the dry stack system at North Shore has not posed any problems for the C ity. The primary concern <br />would be parking, which is ample on this, the largest of Orono’s marina sites. The secondary concern is boat <br />density on the lake; however, since the LMCD has long maintained the position that all 72 dry stack slots <br />can be used for boats that are for lake use (as opposed to for sale or waiting for service, etc.) it would be <br />consistent as a housekeeping matter for the City to acknowledge all 72 for lake use subject to the applicant <br />completing the CUP process. <br />Activities occurring on the site which require the property owner's ongoing attention in order to remain in <br />compliance with the seven operation standards include limiting storage of boat trailers and other equipment <br />to those areas noted on the approved site plan. The applicant has recently completed a substantial amount <br />of landscaping work in this area to make the dry stack units less visible from the road, and is planning to add <br />more trees west of the service building to screen it from the adjacent residential properties. <br />Staff recommends approval of a 2000 license for North Shore Marina, acknowledging all 72 dry stack slots <br />for lake use subject to CUP approval.
