Access <br />is proposed from Garden Lane, which is a platted right-of-way that is undeveloped. Garden Lane would <br />connect Tonkaview Lane to Outlot A. The road is proposed as a public road to the end of the cul-de-sac. <br />All lots would be connected to sewer and be served with private wells. Sewer is available in Wildhurst Trail <br />and would need to be extended between Lots 2 and 3 to the new road. <br />The 5 proposed lots would average approximately one acre in size. Lots 2 and 3, located at the end of the <br />cul-de-sac, do not have the required lot width for new lots in the zoning district. They would require <br />variances for lot width. <br />Staff Concerns and Comments: <br />1.The property has a number of sensitive natural features that should be protected and managed when <br />the propert>' develops. The northerly ravine, proposed as Outlot A, would be protected by placing <br />a conservation easement over that area. Proposed Lot 2 is proposed to include some regrading to <br />help redirect storm water to the NURP pond located on Lot 5. Some of the grading is in the <br />proximity of a drainage ravine located along the south property line of Lot 2. Staff has discussed <br />this issue with the developer and recommended the common property line between Lots 2 and 3 be <br />shifted to the north to allow the building site for Lot 2 to move awav from the drainage area and <br />ravine. As of the date of this memo the City of Orono has not received a revised plan addressing this <br />issue. The developer has stated they are willing to make the requested revisions and would have <br />plans available before the meeting with the City Council.
