Request for Council Action continued <br />Page 3 <br />September 7,2000 <br />^2550 Charles Van Eeckhout_______ <br />3.The property is located outside of the Metropolitan Urban Services Area (MUSA). A MUSA will <br />have to be approved by the City Council and the Met Council to provide sewer to the site. <br />4.Public vs. Private Road: Apple Glen Road is a public road. The Comprehensive Plan suggests roads <br />in the rural portion of Orono be developed as private roads. However, the road would be an <br />extension of a public road, for maintenance purposes it may be appropriate to continue the entire <br />road as public. <br />The primary difference is the way the road has been proposed to be constructed. Apple Glen Road <br />is a City Street with urban sections (curbing). The proposed road would be developed with rural <br />sections. <br />A private road would be owned and maintained by a homeowners association. <br />Staff Recommendation: <br />Staff recommends tabling the application to allow additional wetland review by the MCWD. <br />COUNCIL ACTION REQUESTED: <br />To provide direction to the applicant regarding the following issues: <br />1. <br />2. <br />3. <br />Access via Apple Glen Road vs. Brown Road South. <br />If the road access is approved by the City of Long Lake, would the new road be private or public. <br />(The Comprehensive Plan has stated rural developments to be platted with private roads owned and <br />maintained by a Homeowner’s Association. Apple Glen Road is a public road.) <br />Should the four lots located on the north end of the proposed development (proposed Lots 1,2, <br />3 and 7) be reduced in number, per the Planning Commission recommendation. The lots average <br />about one acre in size in a two acre zoning district. By reducing the number of lots the average <br />lot size would increase.
