This prioritization was
confirmed by a presentation made by John Barton of H.:nnepin Parks regarding Lake Minnetonka
water quality. Hennepin Parks conducts a broad program of water quality monitoring on Lake
Minnetonka. Mr. Barton indicated the water quality monitoring showed a trend of significantly
reduced water quality in Stubbs Bay and Maxwell Bay.
Staff recently met with the executive director of the Minnehaha Creek Watershed District (MCWD)
and the MCWD’s consulting engineer to discuss the Stubbs Bay water quality issues. The MCWD
will conduct some additional targeted water quality sampling at the two main inlets to Stubbs Bay
to determine if the surface water entering the bay is contributing to the reduced water quality. A next
step would be a feasibility study, which would identify potential solutions to the water quality
problem. Because the water quality issues related to Stubbs Bay and Maxwell Bay have a regional
scope and impact, it would be appropriate for the MCWD to conduct the feasibility study. Staff has
prepared a resolution (attached) requesting that the MCWD include in its year 2001 budget a
feasibility study related to water quality improvements on Stubbs Bay and Maxwell Bay.
COUNCIL ACTION REQUESTED:
Motion to adopt the attached resolution requesting the MCWD to include in its year 2001 budget a
feasibility study regarding water quality improvement in Stubbs Bay and Maxwell Bay.
i
