m <br />REQUEST FOR COUNCIL ACTION <br />AU$ ] 4 <br />DATE: August 9, 2000 <br />ITEM NO : /jb <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed: Agenda Section: <br />City Administrator ’s <br />Report <br />Item Description: Orono Area Sports Alliance Agreement > Resolution <br />The Orono School District’s Community Education staff have been leading an effort to improve <br />coordination, communication and planning across the various youth sports associations and cities <br />in the School District. The result of this effort is the attached Orono Area Sports Alliance <br />Agreement, which creates an organization with membership from the Orono School District, youth <br />athletic associations, and the cities within the Orono School District. The purpose of the alliance <br />is as follows: <br />1.To establish the means to facilitate the organized and coordinated dissemination of <br />youth sports information to the public. <br />2.To promote high quality youth athletic programs by encouraging community youth <br />athletic programs to adopt a common set of standards for youth sports. <br />3. <br />4. <br />To encourage youth athletic programs to strive to achieve the national standards for <br />youth sports, as outlined by the National Youth Sports Association. <br />To work towards the certification and criminal background checks ofall coaches and <br />staff of community youth athletic programs. <br />In addition, the alliance can be a forum for coordinated efforts to identify and plan for youth sports <br />facilities’ needs. <br />Membership in the association requires the adoption of a resolution and signing the agreement. The <br />resolution must include the designation of a representative to serve on the board. <br />Although the agreement indicates Orono ’s membership to be through the “Orono Park District,” staff <br />recommends the membership be in the name of the City. <br />Staff also recommends the City representative on the board be the Public Services Director, with the <br />City Administrator as alternate. <br />A resolution approving the City of Orono ’s membership on the Orono Area Sports Alliance and <br />authorizing the City Administrator to sign the Sports Alliance Agreement is attached for Council <br />consideration.
