The plans have been submitted for a review of the entrance monument at the
north entrance of Willow Drive. The developers have also submitted additional plans for benches
along the bike/walking trails as well as mailbox supports.
The north entrance is a split entrance with an island between the lanes of traffic. Proposed is a
monument entrance with lettering identifying the “Willow View” neighborhood. The structure
would arch over the bike/walking trail and have a total length of 20'. Material would be metal posts
to give it a “gate ” style appearance. Only Willow View would be lettered.
MnDot has established recommended clearance heights and widths for underpasses along bike trails.
The proposed drawing, Exhibit B, indicates a clearance height of only 6’ for the arch and an 8' width.
According to the MnDot Bikeways Manual it would be recommended the arch have a clearance
height of approximately 1 O' and a 12' width. (Bikeways Manual 6-5.0 is attached as Exhibit F). The
trail will have an 8' width allowing a 2' clearance on each side for an arch constructed to the
standards established in the Manual.
Staff has discussed the use of lights with the developer and landscape architect. It may be more
appropriate to have ground level lighting to illuminate the monument to identify the entrance and
to make the island visible during the evening. The proposed location of the entrance light may
impact the adjacent residential structures in Willow View and Shadowood.
