ORONO PLANNING COMMISSION <br />MINUTES FOR APRIL 17, 2000 <br />(«25^Hennepin County, Continued) <br />maneu\^ng oMhe trailers in and out of the building. <br />In response^ an inquiry by a concerned citizen, Chock stated the proposed building a <br />masonry style^uiiding. <br />Paul Larson. 3SV Shoreline Drive, expressed concerns regarding the proposed dfpansion of the <br />non-conforming (^his property. Larson inquired where the milfoil harvesters wnl be stored once the <br />building is construr^d. <br />Nowlan stated the har^^ers would be located in the northwest comer y^e lot. <br />Larson also raised concerrk regarding noise and the amount of traffic that will be produced as a <br />result of this operation, notin^hat this Is primarily a residential araiS and is not the ideal spot for <br />this facility. Larson requeste^^e Planning Commission consid^placing restrictions on the <br />operation during the nighttime l\urs. Larson commented in Ws opinion the site should also be <br />cleaned up of debris and fallen tr^s. <br />Berg inquired whether the services >^ld be expande^all as a result of the new building <br />Chock stated they would like to store th^materiaj^side the new facility and eliminate the <br />after hours deliveries of salt. <br />Nowlan pointed out there are a few other bi^^sses along County Road 15. which help shield this <br />facility from the neighborhood, as well as amur^er of trees. <br />Stoddard stated in his view some con^eration sh^Id be given by the Planning Commission to the <br />public use of the facility. Stoddard kioicated he is n\ in favor of expanding the non-conforming use <br />nor is he in favor of granting a ha^over variance onVis property. Stoddard thanked the Applicants <br />for reducing the height of the byfding to 20 feet. <br />Hawn stated she is in agreement with Stoddard, noting sh^as additional concerns regarding salt <br />and sand runoff Into the l^e and wetlands in the area. Ha\X noted the City has made a <br />commitment to upgrad^he residential area of Navarre and tl\t she would have a difficult time <br />approving this applic^on. <br />Lindquist stated b® Is not in favor of granting any variances on thisvoperty. <br />Berg statedi^er view this is not the proper location for this building. <br />Lindqu^moved, Hawn seconded, to recommend denial of Applicat^ #2555, Hennepin <br />Counfiy, 3880 Shoreline Drive, for a Zoning Code Amendment, Varian^te, Vacation, and <br />C^pmercial Site Plan due to the residential nature of the surrounding myohborhood and <br />proposed expansion of a non-conforming use on this property, and il^ considered an <br />xpansion of a non-conforming use.
