1: <br />i V <br />Application Summary: The applicants are requesting variances to tear down an existing <br />residence and build a new residence in approximately the same location on the lot. The proposal <br />involves moving the new residence back a few feet to be more in alignment with adjacent properties, <br />conformance to side yard setbacks and structural lot coverage. <br />• The new residence will result in an increase in hardcover coverage in the 0-75’ setback area <br />to 1,012 s.f. (26.7%), where 999 s.f. (26.3%) exists and 0 s.f. (0%) is allowed. <br />• The new residence will result in an increase in hardcover coverage in the 75-250' setback <br />area to 2,321 s.f. (26.2%), where 2,183 s.f. (24.7%) exists and 2,212 s.f. (25%) is allowed. <br />• The new residence will result in an increase in structural coverage to 2,150 s.f. (15%) where <br />1,918 s.f. (13.4%) exists and 2,150 s.f. (15%) is allowed. <br />StaffyApplicant Discussions; <br />Plan #l : The first plan was submitted on April 17,2000. From the onset, the applicant wished to <br />conform with zoning codes as best as possible. The first set of plans had several issues dealing with <br />lot coverage, hardcover coverage and lakeshore setback. The applicant decided to take the plans and <br />redesign them. <br />Plan #2: In May of 2000, the applicant came forward with a second set of house plans. This set of <br />house plans is the latest. The redesign eliminated the lot coverage variance meeting the current <br />zoning standard of 15%. However, lakeshore setback and hardcover coverage variances in the 0-75' <br />and 75-250' setback areas are still required. <br />Staff has discussed with the applicant that an average lakeshore setback variance is not required, <br />however location of the proposed residence does not meet DNR minimum recommended standard <br />for General Development lakes of 50'. <br />Orono zoning ordinance requires residences to be 75' from the lakeshore. However, because this <br />lot and the two adjacent properties are the only three lots on Concordia which are 50' wide, in 1995 <br />the adjacent property to the north was granted variances to construct a new residence 50' from the <br />shoreline so that new residence would not be inconsistent with its adjacent residences. The three <br />residences are in alignment with each other. <br />In 1995 the applicants constructed a detached garage on the property meeting all required setbacks. <br />Statement of Hardship ; <br />The applicants have included their statement of hardship in Exhibit B.
