w <br />• <br />addition of two more lights should greatly improve the lighting in this comer of the parking lot. <br />^ ‘ Currently this area of the lot is poorly lit. The replacement pole, behind the building adjacent to <br />the hardware store, will have an additional fixture directed to light the parking lot behind the <br />building. This area is not very well lit now. <br />The new lights will be 250 watt High Pressure Sodium lights in rectilinear fixtures, with 4 foot <br />mast arms, on 30 feet high aluminum poles, with concrete bases. Bonestroo Engineers has <br />completed a lighting study for this project. The Institute for Electric Standards (lES) Handbook <br />recommends a lighting level between 0.5 and 1.0-foot-candles for parking lot lighting. The <br />proposed lighting design will provide for an average illumination of 0.8- foot-candles which is <br />within the recommended standards for parking lot lighting. Rectilinear fixtures were selected <br />because they are more aesthetically pleasing than the existing cobra head fixtures and produce <br />enough light to cover the parking lot. The use of the more decorative lantern style fixtures, on <br />shorter poles, was investigated. These fixtures are not as efficient and will not provide adequate <br />light in the middle of the parking lot because of the lot width. The new wiring will be within 1.5" <br />diameter conduits to met NEC standards. This will allow for future repair of the wiring without <br />disturbing the parking lot. <br />Below is a listing of the quotations received. <br />NSP Outdoor Lighting, Minneapolis MN <br />Metro Electric Construction Co., Minneapolis MN <br />Herb Kohn Electric Co., Minneapolis MN <br />$32,460 <br />$34,506 <br />$37,810 <br />We are recommending accepting the quotation from NSP Outdoor Lighting. The Minnesota State <br />Statues were changed this legislative session to raise the threshold for advertising for sealed bids <br />with plans and specifications from $25,000 to $50,000. These new lights will be owned by the <br />City and be maintained by NSP under a flat monthly fee per light. This monthly charge includes <br />both the electricity and maintenance of the lights and is the same as the existing conditions. <br />If the Council decides to complete this pksoject, we are reconunending funding these parking lot <br />lighting improvements from the "Undesignated Component" of the Permanent Improvement <br />Revolving (PIR) Fund. The estimated year 2000 balance in the Undesignated Component of the <br />PIR fund is $217,015. This balance has been increasing each year as the 1998 year end balance <br />was $136,785. <br />COliNCIL ACTION REQUESTED: <br />Discus/ Approve motion to accept quotation for Navarre Municipal Parking Lot Lighting <br />Improvements from NSP Outdoor Lighting in the amount of $32,460. <br />Discuss/ Approve motion to complete the appropriate budget adjustments to fund the Navarre <br />Parking Lot Lighting Improvements from the Undesignated Component of the PIR Fund.
