April 25,2000 <br />To Those It May Concern: <br />Re: Assessment Hearing for Webber Hills Sanitary Sewer Project <br />In the event that sewer is voted in for the Webber Hills area, I am requesting for those <br />properties that have conforming, compliant mound systems that they not be required to <br />pay annual cost of living increases on the assessed amount if choosing initial exclusion <br />from the project. <br />There are only S or 6 properties of the total 39 that would meet the above criteria. The <br />reasons for requesting that cost of living increases not be added are as follows: <br />1) The property owners that put in mound systems did so at substantial expense. They did <br />this in good faith and at the direction of the city. I think it only fair that the city recognize <br />the policy inconsistencies that led to these mounds being put in by allowing owners to opt <br />out of the cost of living penalty for not immediately hooking up. <br />2) A compliant, conforming mound system is at least as good and probably better than <br />sewer at returning household waste to the ground in an environmentally safe manner. <br />Allowing people to hook up at their discretion without cost of living penalty utilizes the <br />working life span of the mound (most of which are newer) without additionally <br />burdening sewage treatment plants. <br />3) Sewer hook-up is a required fact for new financing on a property. Tiie financial burden <br />to a homeowner with a mound would be easier borne with proceeds from a house closing <br />rather than having to pay an assessment + cost of IKing over several years. This would <br />help to ease the pain for mound owners of having to double-pay for the same <br />improvement, neither of which adds to market value. Most of the properties will sell <br />within 10 years. <br />4) The financial impact to the city would be relatively minimal since only the 5 or 6 <br />properties are involved. <br />1 hope you will take the above under consideration.
