SEC. 12.30. ON-SITE SEWAGE TREATMENT. <br />Subd. 1. Statement of Purpose. The Council is concerned about the manner in <br />which .<ewage is disposed of and the effect of such disposal upon the City. Recognizing the <br />need to regulate those systems and facilities intended to be used for the disposal of sewage, and <br />pursuant to ihe powers and jurisdictions vest ed through Minnesota Statutes and other applicable <br />iaws, City Code provisi ons and regulations, the City does hereby adopt this Section for the fbUtywing <br />pttrposcst <br />------To provide minimum standards and criteria for the design, location, <br />construction, use and maintenance of all onsite sewage treatment systems (hereinafter "systems”) <br />williiu the cit>*. <br />B:------To protect the land, water and other natural resources from pollution, <br />iiupairmcul or destruction <br />6:------To protect the public health, safety and general welfare of the residents and <br />citizens of the City. <br />B:-----To prev ent the discharge of inadequately treated sewage to ground or surface <br />waters. <br />&-----To preven t the flooding of or flood damages to operating systems. <br />F:-----To prev ent the premature ex tension of costly nrunicipal sewer and water <br />services consistent with the adopted Comprehensive Land Use Plan of the City. <br />The City of Orono regulates the installation and maintenance of Individual <br />Sewage Treatment Systems to protect natural resources, protect public health and safety, and prevent <br />the costly premature extension of municipal sewers. <br />Subd. 2 Adoption bv Reference: The Minnesota Rules Chapter 7080, Parts <br />7080.0020 to 7080.0178. 7080.0400. 7080.0600 relating to Individual Sewage Treatment Systems <br />are hereby adopted bv reference. The Minnesota Rules Chapter 7080. part.s 7080.0 179 (Performance <br />Systems^ and 7080 0450 (Warrantied Systems') are hereby prohibited from use within the City of <br />Orono. <br />Subd. Definitions. The following terms, as used in this Section, shall have-tfae <br />meanings stated: <br />1 . “Dtrilding" ■ Ev ery building, structure or place intended for human habitation or <br />use as a dwelling or agricuhural, commercial, industrial or other establishment: <br />2. “Cesspool” ■ An underground pit into which raw sewage or other untreated waste <br />is discharged and from which the liquid seeps into the .surrounding soil. <br />1. “Alternative Systems’* - Alternative systems means an individual sewage <br />treatment system employing methods and devices presented in Minnesota Rules Chapter 7080.0172. <br />Page 1 of 22
