Summary of Orono Septic Code Modifications <br />1. <br />2. <br />3. <br />5. <br />6. <br />7. <br />8 <br />9. <br />The goals of amending the septic code are to delete sections that are no longer applicable, <br />clarify sections that are unclear, and to update the Orono code such that it meets the <br />minimum standards of Chapter 7080. In most areas, Orono exceeds what is required by <br />Chapter 7080. <br />Performance systems will be prohibited from use within the City. Warranted systems will <br />also continue as prohibited from use within the City. <br />Many definitions have been deleted such as building, cesspool, holding tank, on-site sewage <br />treatment system, seepage pit, septage, septic tank, sewage, site evaluator/system designer <br />and soil treatment area because they are clearly defined in Chapter 7080. This will eliminate <br />any redundancy since Orono has adopted Chapter 7080 by reference. <br />The time requirement for connection to municipal sewer has been changed to be the same <br />as replacement of a septic system. This was approved at the January 24, 2000 Council <br />Meeting. <br />A section has been added stating what requires a septic permit in Orono and what does not <br />require a permit. <br />Standard systems are still required in Orono. A new technology system can be used if the <br />property has alternate sites that meet the requirements of a standard system. An existing <br />property that has no standard sites can use a new technology. <br />Any expansion of an existing building including decks and patios, construction of an <br />accessory building, driveway or land alteration will require an alternative septic site to be <br />designated and preserved. <br />The ISTS requirements for a variance, conditional use permit or a subdivision have been <br />clearly explained and defined. <br />Orono Septic Code requires a 75' setback from the well to the septic system. The State <br />code requires a setback of SO' from a deep well to a septic system and a 100' setback from <br />a shallow well to a septic system. The State issues ail well permits and conducts all well <br />inspections. The State will not enforce more restrictive codes of the City. Recent well <br />logs indicate that 99% of wells being installed meet the 50' setback but not the Orono <br />setback of 75'. This amendment will make us consistent with the State and will also give <br />contractors more area to design a septic system. The setback of 75' to a well is <br />impossible for the City to enforce. <br />Page 1 of2
